  1. The bottom of the pipe exiting a catch basin should always be at least 3"
    above the debris level. If it's not, the basin needs cleaning.
  2. Clean the grates on top of the basins regularly, especially in fall when the
    leaves come down. These tops get blocked very easily and buried without notice.
  3. Never dump brush, leaves or grass clipping in the discharge area.
    Eventually debris will cover the outlet entirely.

The basin itself is the last item to completely fill with dirt and debris. If dirt is right to the top of the grate, the pipe is probably filled in. Drains will get packed full of material up to the outlet and discharge area. Years of neglect will lead to this problem. The cost to fix this is 3 to 4 times higher versus regular maintenance.
